Act and Rule
The main objective of the Kerala Panchayat Raj Act is to strengthen democracy through local self-government institutions and promote inclusive, sustainable rural development with the active participation of the people. The Act empowers Gram Panchayats as institutions of self-governance and recognizes the Gram Sabha as the foundation of participatory democracy, enabling citizens to directly take part in planning, decision-making, and monitoring of development activities.
Under the Act, local development plans are prepared based on the needs and priorities identified by the Gram Sabha, ensuring that governance is transparent, accountable, and people-centric. The Panchayats are entrusted with responsibilities relating to civic infrastructure, public health, sanitation, drinking water, education, agriculture, social welfare, poverty alleviation, environmental conservation, and local economic development. By decentralizing powers, functions, and financial resources, the Act aims to bring governance closer to the people, improve service delivery, encourage community participation, and foster equitable and sustainable development across rural Kerala.
